Overview

A government contracting firm was spending 40+ hours on each RFP response, limiting them to 3-4 bids per month. With a 15% win rate, they needed to bid more to grow — but couldn't without more staff. We built an AI proposal generation system that reads RFP documents, extracts requirements, matches against a knowledge base of past winning proposals, generates tailored response sections, and formats the final output to meet submission specifications.

The Challenge

RFP responses require understanding complex requirements documents, matching relevant past experience, writing persuasive technical narratives, ensuring compliance with every requirement, and formatting precisely to spec. The AI needed to produce content that sounded like it was written by the firm's senior partners, not a machine. Each proposal needed unique, tailored content — not templates.

Our Approach

We built a RAG system over the firm's library of 500+ past proposals, case studies, resumes, and certifications. The system ingests the RFP, parses requirements into a compliance matrix, and generates an annotated response outline. For each section, the AI identifies the most relevant past experience and generates tailored narrative. A review workflow lets subject matter experts refine the AI's output. The formatting engine handles pagination, headers, page limits, and attachment requirements per the RFP spec.
